I have no idea the name of the song but the video was shot in sepia (kind of old style brown %26amp; white as opposed to black and white) His hair was very spikey and he was wearing white. I think it was 1991/1992 and its driving me freakin crazy. Please help!

The only vid and song that made air play was Public Image Limited (1978) and Rise (86). He was singing in the yards under the sheets hanging over the washing lines.
